About the Role
The Monitoring Evaluation & Learnings Officer is responsible for implementing the project Monitoring, Evaluation and Learnings (MEL) plan in line with the VSO Global Results and Learning Framework and the Volunteering for Development approach. The role ensures timely tracking of results, generation of quality evidence, facilitation of learning, and compliance with donor and organizational MEL requirements.

Project Background
Resilient Borders: Advancing Climate Adaptation, Peace, Livelihoods, and Preparedness in Cross-Border Communities of Ethiopia and Kenya (RECAP) is a three-year project implemented in Miyo and Moyale in Ethiopia and Sololo and Moyale in Kenya. The project addresses climate change, conflict, fragile livelihoods, and disaster risks affecting cross-border communities.
Key Responsibilities
Monitoring and Performance Tracking
Develop and operationalise the project MEL plan, indicators, and data collection systems in line with the project logframe and donor requirements.
Monitor activities, outputs, and outcomes across climate adaptation, peacebuilding, livelihoods, and DRR components.
Support baseline, midline, and endline assessments.
Conduct regular field monitoring visits to verify data quality and assess progress.
Monitoring, Evaluation and Reporting
Implement the project MEL plan in line with VSO’s MILE methodology.
Facilitate participatory monitoring and learning processes at field level.
Collect, manage, analyse, and document MEL data at community and project levels.
Prepare MEL inputs for monthly, quarterly, annual donor and organisational reports.
Support cross-border learning and knowledge sharing between Ethiopia and Kenya teams.
Data Management and Quality Assurance
Ensure ethical, accurate, and timely data collection and management.
Establish and maintain databases for indicator tracking and reporting.
Conduct data quality assessments and provide feedback to field teams and partners.
Learning and Knowledge Management
Facilitate reflective learning sessions with staff, volunteers, and partners.
Develop case studies, learning briefs, and evidence products.
Contribute to VSO global Communities of Practice and learning platforms.
Share evidence and lessons with donors, partners, and networks.
Capacity Building and Support
Build MEL capacity of staff, volunteers, and partners through training and mentoring.
Develop simple MEL tools and guidance for field use.
Provide ongoing technical support to ensure MEL standards are applied consistently.
Qualifications
Bachelor’s degree in Economics or other related fields with significant practical experience in Monitoring and Evaluation, research, or social development within the INGO sector.
Experience and Skills
Basic to intermediate skills in Monitoring, Evaluation and Learning.
Experience using participatory M&E approaches.
Ability to collect and analyse quantitative and qualitative data.
Experience working on resilience, climate adaptation, peacebuilding, livelihoods, or DRR projects preferred.
Experience in fragile, conflict-affected, or cross-border contexts is an advantage.
Basic skills in SPSS, EPI-Info, or qualitative data analysis tools.
Experience using digital data collection tools and databases.
Strong analytical, reporting, and visualisation skills.
Good communication skills in English.
Language Requirements
Fluency in English is required.
Knowledge of Afan Oromo and local community context is a strong asset.
