About the Role:
The MEL (Monitoring, Evaluation, and Learning) & CARM (Community Accountability and Reporting Mechanisms) Specialist will lead monitoring, evaluation, research, reporting, and learning for the Ethiopia Conflict Sensitivity Hub (ECSH). The role ensures conflict-sensitive and gender-responsive approaches in humanitarian, development, and peacebuilding initiatives. It also involves coordinating with consortium partners, capacity building, data collection, and supporting evidence-based programming.

Key Responsibilities:

  • Develop and implement MEL plans and systems for ECSH, including data quality assessments.
  • Lead outcome harvesting exercises, surveys, research, and analysis.
  • Manage information systems and reporting, including Tola data and donor narrative reports.
  • Design conflict sensitivity monitoring tools and integrate context indicators into MEL systems.
  • Support gender integration in programming, training, and conflict analysis.
  • Facilitate capacity building, mentoring, and workshops for staff and partners.
  • Organize dialogues, convenings, and strengthen partnerships with INGOs, CSOs, and relevant stakeholders.
  • Contribute to research, knowledge management, and advocacy efforts on conflict sensitivity and gender.

Qualifications & Experience:

  • BA or Master’s degree in economics, statistics, MEL, project management, or related fields.
  • 5–7 years of experience in monitoring, evaluation, research, learning, and program development in humanitarian, peacebuilding, or development contexts.
  • Experience managing consortium-based programs and working with diverse partners.
  • Strong skills in facilitation, mentoring, training, research, and data analysis.
  • Excellent communication, stakeholder engagement, and networking skills.
  • Fluency in English and at least one local language.
  • Knowledge of Ethiopia’s HDP (Humanitarian-Development-Peace) initiatives and conflict analysis tools.
