Job Description
Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified MEAL (Monitoring, Evaluation, Accountability and Learning) Coordinator for the Hope, Empowerment, and Resilience (HER) Project implemented in Ethiopia and Sudan with funding from Agence française de Développement (AfD). The project aims to strengthen the resilience of displacement-affected women and girls by addressing immediate humanitarian needs while supporting inclusive, gender-responsive, and sustainable systems recovery across protection, health, nutrition, economic recovery, and social cohesion sectors.
Given the project’s multi-country scope, strong gender and protection focus, and consortium governance structure, the MEAL Coordinator plays a critical role in ensuring high-quality, harmonized, and accountable MEAL systems. The role ensures that evidence, community feedback, and learning inform adaptive management, consortium decision-making, and AfD reporting requirements.
Job Responsibilities
Monitoring, Evaluation and Results Management
The MEAL Coordinator will lead the implementation of the HER Project MEAL Plan in line with AfD-approved logframes, indicators, and reporting requirements. The role includes coordinating the development and rollout of standardized MEAL tools across Ethiopia and Sudan, tracking outputs and outcomes, overseeing baseline, midline, and end-line studies, conducting data quality assessments, and supporting the use of qualitative methods such as FGDs, KIIs, and outcome harvesting.
Accountability to Affected Populations
The role includes coordinating the design and monitoring of project-level complaints and feedback mechanisms that are safe, accessible, and confidential, particularly for women and girls. The MEAL Coordinator will ensure alignment with Core Humanitarian Standards, safeguarding commitments, and donor expectations, while strengthening partner and field staff capacity to analyze and respond to community feedback.
Learning and Adaptive Management
The MEAL Coordinator will facilitate regular learning and reflection processes at country and consortium levels, produce learning products such as briefs and dashboards, support adaptive management, and promote cross-country learning between Ethiopia and Sudan.
Consortium Coordination and Partner Support
The role serves as the MEAL focal point across consortium partners, provides technical guidance and capacity support to partner MEAL staff, and contributes to Technical Working Groups across protection, health, economic recovery, and social cohesion.
Reporting and Compliance
The MEAL Coordinator supports donor reporting, ensures compliance with AfD and DRC MEAL standards, maintains auditable documentation, and ensures ethical research and data protection standards are upheld.
Evaluations and Assessments
The role includes leading or supporting external evaluations and thematic studies, developing terms of reference, coordinating consultants, and ensuring safeguarding and do-no-harm principles are applied throughout evaluation processes.
Job Requirements
Experience
Minimum of 7 years of progressive MEAL experience in humanitarian or development programs, including work in displacement-affected or conflict contexts. Experience with consortium or multi-partner projects and AfD or EU-funded programs is a strong asset.
Technical Competencies
Strong qualitative and quantitative data analysis skills, experience with digital data collection tools such as Kobo or ODK, excellent report writing and data visualization skills, and solid understanding of CHS, safeguarding, PSEA, and data protection standards.
Education
Bachelor’s degree in Social Sciences, Development Studies, Public Health, Economics, or a related field is required. Postgraduate qualifications and relevant MEAL or data analysis certifications are an advantage.
Languages
Full professional proficiency in English is required. Amharic and or Arabic is strongly preferred.
