About the Organization
The Ethiopian Red Cross Society (ERCS), established in 1935, is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides emergency response, ambulance and first aid services, family reunification, essential drugs, water and sanitation, and disaster risk reduction programs. The organization operates through Regional, Zonal, Woreda, and Kebele Red Cross structures and works in partnership with the Ethiopian Government, IFRC, ICRC, Partner National Societies, volunteers, and communities.

Job Summary
Under the general supervision of the Director, Branch Operations & Localization Department, the Localization & National Society Development (NSD) Division Manager leads the organization’s localization and NSD strategies to strengthen institutional capacity, promote branch-level autonomy, and enhance nationwide service delivery. The position oversees governance frameworks, leadership development, partnerships, and integration of localization principles across all organizational systems while ensuring compliance with policies, laws, and donor requirements.

Duties and Responsibilities
Lead localization and NSD strategies to strengthen institutional capacity and branch autonomy; oversee development and implementation of governance frameworks ensuring transparency and accountability; strengthen leadership and governance capacity through training, mentorship, and structured capacity-building initiatives; maintain strong field presence to assess branch realities and provide hands-on support; represent ERCS at national, regional, and community forums; plan, coordinate, and report NSD activities with measurable outcomes; prepare and manage NSD budgets ensuring financial accountability; collaborate with ICRC, IFRC, and Partner National Societies on joint initiatives; develop and oversee a comprehensive National Society transformation plan; negotiate and manage partnership agreements; establish and strengthen strategic partnerships with government, NGOs, community organizations, and private sector actors; coordinate with finance, HR, logistics, and program units; monitor and evaluate NSD performance and document lessons learned; provide targeted support to underperforming branches; advocate for localization principles in coordination platforms and policy dialogues; integrate localization objectives into organizational policies and strategic plans; lead, mentor, and supervise the NSD Division team; ensure compliance with organizational, national, and donor regulations; and perform other duties assigned by the supervisor.

Qualifications and Experience
First or Second degree in International Relations, Humanitarian Affairs, Social Sciences, Development Studies, or a related field. Eight to ten years of relevant work experience, including four to six years in managerial positions.

Required Skills
Project and campaign management, strong leadership and coordination skills, strategic planning and reporting.

Terms of Employment
Permanent position after successful completion of probation period. Salary as per ERCS salary scale.
