Job Description:
The Field MERL Officer will design, implement, and manage monitoring, evaluation, reporting, and learning frameworks for an SCI-funded project in the Afar region, focused on post-conflict medical, mental health, and psycho-social support services for gender-based violence survivors and conflict-affected communities.
This role ensures the collection and analysis of key performance indicators, high-quality reporting, and the integration of learning into project strategies. The officer will support project teams in adaptive management, promote evidence-based planning, and enhance PAD’s capacity to achieve its mission through rigorous evaluation and reporting.
Educational Qualification:
- Advanced university degree (Master’s preferred) in Statistics, Economics, Social Sciences, Development Studies, or related fields.
Work Experience:
- Minimum of 5 years of relevant experience in monitoring, evaluation, and learning in multisectoral or humanitarian settings.
Required Skills and Competencies:
- Strong expertise in designing MEL frameworks, conducting evaluations, and facilitating learning.
- Proficiency in data collection and analysis software (Excel, SPSS, Stata, Power BI).
- Familiarity with digital MEL platforms such as KoboToolbox and CommCare.
- Strong analytical, quantitative, and qualitative research skills.
- Excellent report writing, communication, and presentation abilities.
- Ability to work collaboratively in multisectoral teams and cross-cultural environments.
- Commitment to humanitarian principles, gender equality, and survivor-centered approaches.
- Willingness to travel frequently to remote field locations in the Afar region.

Key Responsibilities:
Monitoring & Data Management
- Prepare monitoring checklists aligned with project objectives.
- Collect, document, and organize daily, weekly, monthly, and quarterly staff reports.
- Encode beneficiary profiles, services, and care plans into databases.
- Ensure quality control of data collection, analysis, and reporting processes.
Evaluation & Learning
- Facilitate mid-term and terminal evaluations of medium- and long-term projects.
- Promote the use of evaluation findings across project teams.
- Prepare review meetings, supportive supervision schedules, and change documentation.
- Monitor the sustainability of project results and overall progress toward goals.
Reporting
- Prepare monthly, quarterly, semi-annual, and annual reports for project and M&E coordinators.
- Assist project personnel with MEL tools and ensure timely submission of reports.
- Document success stories, lessons learned, and best practices.
Stakeholder Engagement & Capacity Building
- Build relationships with donors, partners, local authorities, and community members.
- Provide training and mentorship to staff on monitoring, evaluation, and reporting.
- Conduct staff capacity assessments and facilitate relevant training sessions.
Compliance & Accountability
- Ensure adherence to humanitarian standards, gender equality, protection principles, and ethical guidelines.
- Uphold PAD’s safeguarding, PSEA, and “Do No Harm” policies.
- Monitor field expenditures to ensure alignment with project budgets.
Desirable Attributes:
- Previous NGO experience, preferably in Ethiopia.
- Experience in Afar or similar displacement and conflict-affected contexts.
- Familiarity with donor compliance, cash and voucher assistance (CVA), and participatory approaches.
- Strong interpersonal, advocacy, and networking skills.
