Background and Job Purpose
The United Nations Economic Commission for Africa (ECA) is recruiting an experienced Evaluation Consultant to conduct a comprehensive terminal evaluation of a tourism-related development project. The evaluation will assess the project’s relevance, effectiveness, efficiency, coherence, sustainability, and impact across its full scope and geographical coverage. The assignment will support learning, accountability, and evidence-based decision-making within ECA and its partner institutions.
Scope of Work
The consultant will independently design, plan, and implement the evaluation in line with the approved Terms of Reference. This includes leading data collection activities, engaging with key stakeholders and beneficiaries, analyzing quantitative and qualitative information, and synthesizing findings into actionable conclusions and recommendations.
Key Deliverables
The assignment will result in an inception report outlining the evaluation methodology and work plan, a post-data collection debriefing with the Evaluation Manager and Project Team, a draft evaluation report and presentation to stakeholders, and a final terminal evaluation report accompanied by a standalone executive summary of no more than five pages. All deliverables must follow ECA’s prescribed formats and quality standards.
Duties and Responsibilities
The consultant will design and apply theory-based evaluation approaches, organize and conduct stakeholder and beneficiary interviews, collect and analyze data using multiple methodologies, prepare detailed interview notes and synthesis reports, draft and finalize evaluation reports, and present findings to ECA and partner stakeholders. The consultant must ensure independence, impartiality, ethical conduct, and confidentiality throughout the evaluation process.
Qualifications and Professional Experience
Applicants must hold an advanced university degree (Master’s degree or equivalent) in Economics, Monitoring and Evaluation, Public Policy, or a related social science discipline. A first-level university degree combined with additional relevant experience may be accepted. Candidates must have at least seven years of experience evaluating international development interventions, with proven expertise in evaluation design, M&E methods, data analysis, and report writing. Experience in tourism-related evaluations within an African context and prior work evaluating UN programmes are strong assets.
Language Requirements
Fluency in English is required. Working knowledge of French is considered an advantage.
