Unit Description
The Central Safeguards Unit (SAEM3) manages environmental, social, health, and safety (ESHS) risks for World Bank operations in Ethiopia, South Sudan, Sudan, and Eritrea. SAEM3 ensures compliance with the Environmental and Social Framework (ESF) and provides technical support to enhance national systems and capacity.
Position Overview
The Environmental Engineer will support environmental and social risk management in World Bank-financed projects across Ethiopia, South Sudan, and Sudan. The position focuses on implementing ESF policies, ensuring compliance with global sustainability standards, and strengthening national ESHS systems.
Key Responsibilities
- Conduct environmental and social risk due diligence, prepare ESRSs and E&S sections of Project Appraisal Documents.
- Integrate environmental, health, and safety measures into project design, appraisal, and implementation.
- Support clients in preparing ESCPs, LMPs, ESIAs, ESMPs, SEPs, and Project Implementation Manuals.
- Guide public consultation and disclosure procedures for environmental assessments.
- Provide guidance on specialized plans, including biodiversity, waste management, occupational health and safety, and dam safety.
- Manage incident and accident reporting, root cause analysis, and corrective actions.
- Deliver capacity building and technical training to government agencies and practitioners.
- Collaborate with World Bank teams to ensure quality, consistency, and risk management across projects.
Qualifications & Experience
- Advanced degree (Master’s or PhD) in Civil, Environmental, Chemical, or Sanitary Engineering.
- Minimum 5 years of professional experience in environmental management for large infrastructure, extractive, or industrial projects.
- Expertise in ESF, IFC Performance Standards, and global sustainability frameworks.
- Strong technical skills in ESHS risk management, occupational health, and safety.
- Experience in capacity building and working with contractors.
- Fluency in English and Amharic.
- Willingness to travel extensively, including remote areas.
- Strong analytical, strategic, and interpersonal skills; experience in fragile and conflict-affected countries is an advantage.
