Role Purpose
Save the Children (SCI) and UNICEF co-lead the Education Cluster under the UN humanitarian reform framework. The goal is to ensure effective, timely, and coordinated education preparedness and response in Ethiopia. The Education Cluster Coordinator will lead and strengthen national and sub-national education cluster coordination in collaboration with the Ministry of Education, UNICEF, and other partners to ensure strategic and inclusive responses to education needs during emergencies.

Key Responsibilities

  • Lead coordination and service delivery aligned with the Humanitarian Response Plan and cluster strategic priorities.
  • Identify and address service delivery gaps and ensure effective partner collaboration.
  • Support Humanitarian Coordinator decision-making by preparing needs assessments and response analyses.
  • Develop and update strategic cluster documents such as HNO, HRP, and annual work plans.
  • Monitor performance and report on education emergency response outcomes.
  • Support capacity building for national and local cluster members and promote localization.
  • Facilitate advocacy, donor engagement, and resource mobilization for education in emergencies.
  • Strengthen accountability to affected populations and promote child participation and safeguarding.
  • Support the transition and localization of the cluster system in coordination with national stakeholders.

Qualifications and Experience

  • MSc/MA in Education or related field, or equivalent professional experience.
  • Proven experience in Education in Emergencies (EiE) and/or cluster coordination at national level.
  • Strong understanding of humanitarian response frameworks and interagency coordination.
  • Excellent leadership, communication, and advocacy skills.
  • Demonstrated experience in capacity building, strategic planning, and partnership management.
  • Politically and culturally sensitive with diplomacy and patience.
  • Previous emergency response and humanitarian planning experience essential.
  • Knowledge of INEE Minimum Standards and Humanitarian Program Cycle processes.

Desirable

  • Strong information management and analytical skills.
  • Experience in advocacy and donor relations.
  • Familiarity with Ethiopia’s regional contexts and education systems.

This role involves regular contact with children and requires strict adherence to Save the Children’s safeguarding, fraud prevention, and code of conduct policies.
