Economic Recovery Officer – Agriculture, NRM & DRM

Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is seeking a highly motivated Economic Recovery Officer – Agriculture, Natural Resource Management (NRM) and Disaster Risk Management (DRM) for its operations in Filtu Woreda Field Office.

Overall Purpose of the Role

The Agriculture, NRM & DRM Officer will be responsible for the development and implementation of agricultural practices, natural resource management interventions, disaster risk management plans, emergency management, and early warning information systems from woreda to community level. The role includes strengthening community institutions, integrating traditional and science-based disaster forecasting systems, and supporting sustainable livelihood solutions through improved natural resource management.

The position requires strong experience in crop and livestock production, soil and water conservation (physical and biological), watershed management in lowland contexts, and integration of NRM with DRM systems. The officer is expected to spend approximately 75% of the time in the field.

Key Duties and Responsibilities

Programme Management, Development, Monitoring and Evaluation

Conduct climate vulnerability, livelihood, conflict sensitivity, and community capacity assessments with emphasis on traditional disaster risk management systems.
Facilitate community consultations on agriculture, irrigation, and agronomy interventions.
Provide technical support to agro-pastoralists on agronomic practices, irrigation water management, and livestock production.
Organize farmer field days and demonstrations on improved agronomic and irrigation practices.
Work closely with government Agricultural Extension Workers, community leaders, and local authorities.
Assess natural resource management practices, identify gaps, and propose improvement plans.
Identify and design appropriate soil and water conservation structures based on landscape conditions.
Provide training on physical and biological conservation practices for communities and Development Agents.
Delineate catchments and watershed areas for conservation and improved forage production.
Develop and implement NRM plans and disaster risk reduction strategies.
Provide technical support to community-based structures to implement and monitor DRR action plans.
Conduct environmental assessments and hazard and risk mapping.
Support climate risk information services and multi-hazard risk assessments.
Coordinate with government institutions, NGOs, and communities on DRM and preparedness.
Support disaster information management systems and resilience-building initiatives.
Guide emergency fund and crisis modifier implementation through beneficiary targeting criteria.
Support establishment and strengthening of NRM, Early Warning, and DRM committees.
Promote climate-positive technologies appropriate to local contexts.
Support cash-for-work activities related to physical and biological NRM.
Ensure inclusion of key NRM governance stakeholders at local and regional levels.
Integrate traditional forecasting systems with science-based DRM information.
Contribute to knowledge management and partnership coordination.
Ensure gender sensitivity and inclusion of vulnerable groups in all activities.
Ensure timely, quality, and budget-compliant implementation using MEAL systems.
Participate in partner meetings, monitoring visits, and reporting.
Provide technical guidance to partners on program quality standards.

Capacity Development

Support identification and registration of project beneficiaries.
Train lead farmers on climate-smart agriculture, agro-ecological, and nutrition-sensitive agriculture practices.
Provide cascaded training on animal husbandry, beekeeping, fish farming, and improved forage seed production.
Participate in partner capacity assessments and implementation of capacity development plans.

Coordination and Stakeholder Engagement

Collaborate with peer project teams in the field and Area Office to ensure smooth project implementation.

Qualifications and Experience

Bachelor’s or Master’s degree in Agriculture, Natural Resource Management, DRMSD, Environmental Studies, Environmental Engineering, Forestry, or related fields.
Minimum of 2 years of experience in agriculture, NRM, or DRM, including at least 1 year with an NGO.
Experience in project management, budget administration, and donor reporting.
Strong skills in GIS and remote sensing.
Good command of English and local languages.
Computer literacy required.
