Overview
Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is seeking a highly qualified and experienced Country Finance Manager to oversee its operations in Ethiopia. The role ensures strong financial management, compliance with organizational and donor requirements, and alignment with DRC’s strategic objectives in the country.
Role Purpose
The Country Finance Manager will lead and manage all finance operations at the country level. This includes overseeing budgeting, financial planning, reporting, cash flow management, risk assessment, and compliance with DRC policies, donor regulations, and Ethiopian statutory requirements.
Team Leadership
The role involves leading the national Finance team, including recruitment, performance management, mentoring, and capacity-building initiatives. The manager will support area offices and programs to ensure consistent application of financial procedures and internal controls.
Financial Oversight
The Country Finance Manager is responsible for maintaining the Master Budget, monitoring resource allocation, and preparing financial forecasts. The role includes supervision of accounting processes, payroll, bank reconciliations, month/year-end closures, and preparation for audits.
Compliance and Governance
The manager ensures compliance with the DRC Operations Handbook, donor regulations, and Ethiopian statutory obligations. The position involves developing internal controls, monitoring expenditures, and implementing corrective actions where necessary.
ERP and Systems Management
The role requires ensuring proper use of Microsoft Dynamics (ERP) and improving financial processes through system reports and data analytics. The manager will provide guidance to staff on ERP usage and oversee financial operations across country and field offices.
Budgeting and Reporting
The Country Finance Manager will coordinate all budgeting activities, lead monthly budget follow-ups, and ensure timely submission of financial reports to senior management and donors. The role also supports financial aspects of proposal development and project planning.
Risk Management
The position requires identifying financial and operational risks, developing mitigation strategies, and maintaining oversight of country-level risk registers. The manager will participate in ongoing monitoring and analysis to ensure financial stability.
Required Experience & Skills
• Minimum 7 years’ experience in financial management within humanitarian or international NGOs
• Minimum 5 years in senior finance leadership roles
• Experience managing large multi-donor budgets (EU, ECHO, SIDA, NORAD, FCDO, DANIDA, etc.)
• Proficiency in financial software (QuickBooks, Navision, Microsoft Dynamics)
• Advanced Excel and strong analytical skills
• Strong understanding of compliance, risk management, and internal controls
• Excellent English communication skills, both written and verbal
• Ability to work independently and manage diverse teams
Education
• Master’s degree in Finance, Accounting, or a related field
• Professional accounting certification (preferred)

Contract and Benefits
• Contract length: 12 months, renewable based on performance and funding

• Non-accompanied duty station in Addis Ababa
