Job Description

The Construction Foreman will oversee daily construction activities related to Shelter and WASH infrastructure. The role involves supervising work sites to ensure that construction is completed according to approved technical designs, quality standards, timelines, and safety requirements.

The position requires close coordination with the Construction Officer and other technical team members. The Foreman will manage labor teams, organize tasks efficiently, and ensure inclusive participation from the local and refugee communities.

A key responsibility is maintaining quality control throughout the construction process. This includes monitoring workmanship, verifying material use, and ensuring compliance with humanitarian standards such as Sphere, Shelter Cluster, and WASH Cluster guidelines.

The Foreman will also manage site resources and construction materials carefully. Proper documentation of materials usage, stock levels, and site records will be essential to ensure transparency and accountability.

Daily reporting is an important aspect of the role. The successful candidate will prepare updates on progress, identify risks or delays, and propose practical solutions to keep projects on track.

Community engagement is another critical part of this position. The Construction Foreman will work closely with refugee communities, supporting accountability to affected populations (AAP) and ensuring that feedback mechanisms are respected and operational.

Safeguarding and gender equality are embedded in all aspects of the work. The Foreman must uphold Plan International’s safeguarding policies, ensuring that all activities are carried out in ways that protect children and vulnerable individuals from harm.

This role provides a valuable opportunity to strengthen technical construction expertise while gaining experience in humanitarian emergency response and community-based implementation.

Educational Qualification

Applicants must hold a Diploma, Certificate, or Bachelor’s degree in Civil Engineering, Construction Technology, or a related field.

Relevant technical education should provide a strong foundation in construction methods, reading technical drawings, and understanding bills of quantities (BoQs).

Additional training in humanitarian construction standards or project management will be considered an advantage.

Work Experience

A minimum of two years of relevant construction experience is required.

Experience in supervising Shelter and/or WASH infrastructure projects is essential.

Previous work experience in humanitarian or refugee settings is highly desirable.

Experience working with NGOs, UN agencies, or projects funded by the Ethiopian Humanitarian Fund will be considered an asset.

Candidates should demonstrate practical knowledge of construction techniques suitable for emergency shelter and WASH facilities.

Job Location

The position is based in Gambella, Ethiopia. The role may require working in refugee camps and remote areas, depending on project needs.
