Mission Description
The Administrative and Grant Officer will be responsible for the administrative, logistical, and financial management of the project “Inclusive Capital Markets for Youth and Women Entrepreneurs in Ethiopia,” reporting directly to the Project Team Leader.
Role within the Project Team
The officer will work closely with the project team composed of a Team Leader, Key Experts, a Junior Project Officer, an Outreach Officer, and a MEAL Officer, as well as with the Expertise France Country Support Office in Ethiopia.
Administrative Management Responsibilities
The role includes managing project purchases and payments, verifying expense documentation, preparing payment requests, following up on payments, preparing contracts in collaboration with the legal team, managing service providers, and ensuring proper documentation and archiving.
Logistics Management Responsibilities
The incumbent will act as the focal point for expert missions, manage service providers such as hotels and caterers, negotiate quotations, follow up on invoicing and payments, and contribute to the organization of seminars and meetings.
Budgetary and Financial Management Responsibilities
The position supports budget preparation and monitoring, contributes to financial reporting for donors, prepares documentation for audits and reviews, assists with risk assessments, and follows up on contractual commitments.
Grants Management Overview
The officer will manage the full subgrant cycle in close coordination with Key Experts and the Project Support Unit, ensuring transparency, efficiency, and compliance with donor and internal procedures.
Grant Cycle Management Responsibilities
Duties include supporting the design and launch of calls for proposals, assisting with partner selection, preparing subgrant agreements, and monitoring implementation, reporting, and closure of subgrants.
Administrative and Financial Monitoring of Grants
The role involves reviewing partner budgets and financial reports, identifying discrepancies, monitoring disbursement schedules, supporting audits, and ensuring compliance with grant agreements.
Partner Support and Capacity Building
The officer will organize training and coaching sessions for partners, provide technical support on administrative and financial tools, and contribute to capacity assessments and strengthening plans.
Reporting and Coordination Responsibilities
Responsibilities include producing consolidated grant management reports, maintaining grant tracking databases, coordinating with technical, financial, and MEAL teams, and supporting donor coordination.
Project Context
Expertise France implements this EU- and AFD-co-financed project with a total budget of EUR 10 million to strengthen Ethiopia’s capital market and make it more accessible to youth- and women-led MSMEs.
Project Objectives
The project aims to improve access to finance, enhance financial literacy, strengthen market institutions, and promote inclusive participation in capital markets to support entrepreneurship and job creation.

Key outputs include strengthened institutional capacity, increased financial knowledge among youth- and women-led MSMEs and startups, and improved investor awareness and participation in capital markets.

Required Qualifications
A master’s degree in accounting and finance is required, along with strong organizational skills, adaptability, integrity, and the ability to work effectively in multicultural environments.
Technical Competencies
Applicants must demonstrate strong command of office tools such as Word and Excel, sound knowledge of grant management rules, budget monitoring, reporting tools, and donor compliance principles.
Professional Experience Requirements
Candidates must have at least five years of experience in administrative, budgetary, and accounting management, with proven experience in grants management and development or institutional settings.
Language Requirements
Fluency in both English and Amharic is required for this position.
Contract Duration and Start Date
The contract is initially for twelve months, renewable up to forty-eight months, with an expected start date of March 2, 2026 or a mutually agreed date.
