Job Description and Strategic Impact
The Consultant for the Labour System Impact Assessment leads a critical mixed-methods study to evaluate the systemic impact of digital job-matching interventions (JobTech) within the LIWAY program. This role is essential for understanding how digital platforms are changing the employment landscape for youth and women in Addis Ababa. The study will synthesize qualitative and quantitative data to provide a clear picture of the barriers and enablers in the current JobTech market.
Daily, the consultant will conduct a comprehensive desk review of program documents and lead field data collection through interviews and focus group discussions with platform owners, LIWAY staff, and end-users. A key focus of the role is Systemic Change Measurement, where the consultant will assess changes in policy, market conduct, and the broader digital ecosystem. This involves using a standard contribution analysis framework to distinguish direct program impacts from wider market trends.
The strategic impact of this consultancy is high, as the findings will validate the project’s contribution to Ethiopia’s digital economy and youth employment strategies. Job Positions and Requirements
Lead Consultant: JobTech Impact Assessment
Educational Qualification: Master’s degree in Development Studies, Market Systems Development (MSD), Social Science, International Development, or a related field.
Work Experience: Proven track record in conducting comprehensive studies for MSD programs. Substantial experience in the Ethiopian labor market and policy environment is required. Experience in monitoring and result measurement for youth/women’s economic empowerment is essential.
Required Skills: Proficiency in mixed-methods research (qualitative/quantitative), fluency in English and Amharic, and knowledge of DCED standards.

Employment Type and Compensation
This is a consultancy-based engagement with a clear focus on delivering a comprehensive impact report. The contract is designed for a multi-disciplinary team capable of mobilizing quickly to meet the project’s milestones. While the assignment is short-term, its depth requires full-time commitment during the research and reporting phases.
Compensation is negotiable and based on the financial proposal submitted by the consultant. SNV rewards technical mastery and the ability to produce high-quality, actionable insights. The package reflects the strategic importance of the JobTech ecosystem to the LIWAY program’s overall goals.
