The Market for Sanitation PBI Officer is responsible for implementing a market-based approach to sanitation within the Area Program to improve child well-being. The role promotes the purchase and use of toilets by engaging people as customers and strengthening the local WASH market system. The position aims to create a sustainable and inclusive market that encourages investment in durable sanitation solutions, using behavioral economics principles that emphasize ownership and value creation.

The officer implements the approved Place-Based Initiative (PBI) and monitors activities in partnership with communities, local government, and partners according to the yearly plan. They oversee planning and reporting among business partners, demand creation, financing, governance, and supply/sales agents.

Key responsibilities include ensuring sales agents and business partners use daily sales registration formats correctly, monitoring local marketing events, and supporting business development through woreda-level BDS providers. The officer facilitates promotion of products and services, coaches Mason installers for effective door-to-door sales, and conducts regular check-ins to improve performance.

The officer collects Business Partner data using the mWater platform, verifies, encodes, and reports monthly sales data and weekly promotion activities. Proper use of electronic data capture systems and timely reporting are essential for project accountability.

The role supports sector coordination, networking, and partnerships, including leading annual and quarterly woreda WASH/Sanitation & Hygiene work plan preparation. Monitoring sub-award budget utilization and supporting financial liquidation is part of the responsibilities.

The officer facilitates linkages between savings groups, sanitation product retailers, producers, and suppliers. They support local offices, Kebele Administrators, Health Extension Workers (HEWs), and other actors to implement proven SBCC approaches per national strategies to promote demand creation for improved sanitation and hygiene practices.

Proper documentation and organization of all SBCC strategy-related activities are required for accountability and learning. The officer monitors and reports on demand creation, linkages, and sales referrals from HEWs.

Required Education
BSc Degree in Environmental Health, Public Health, Management, Business Administration, Economics, or Marketing Management.

Professional Experience
Minimum 5 years for M.Sc degree holders and 3 years for BSc degree holders. Professional technical skills in WASH and market-based sanitation, DBC, CLTSH, Institutional WASH, and MHM are desired.

Additional Skills
Basic to advanced computer skills; excellent communication in English; knowledge of Ethiopian local languages is an advantage. Demonstrated problem-solving, collaboration, creativity, innovation, and ability to implement behavior change in household sanitation, water, and hygiene.
