The United Nations Economic Commission for Africa (ECA) is recruiting a senior-level professional to lead the Emerging and Frontier Technologies, Innovation and Digital Transformation Section within the Technology, Innovation, Connectivity and Infrastructure Development Division (TICID). The role plays a central part in ECA’s mission to advance Africa’s digital transformation, strengthen innovation systems, and support countries in implementing global and continental technology agendas. The position contributes to shaping policy options that foster digital development, promote ICT adoption, accelerate innovation, and enhance Africa’s competitiveness in emerging technologies.
Education
Advanced university degree (Master’s or equivalent) in engineering, sciences, computer science, economics or a related field. A first-level degree with relevant experience may be accepted. Additional training in data analytics, business analytics or data science is an advantage.
Work Experience
Minimum ten years of progressively responsible experience in economic research, policy formulation, ICT for development, STI, or related fields. Demonstrated experience applying emerging and frontier technologies, advising governments on digital transformation, or conducting related research in Africa is required. Experience in data analytics is desirable.
Languages
English or French required at UN Level II proficiency in reading, writing, speaking and listening.
Job Summary
The Chief of Section provides strategic leadership and oversight for programmes related to ICT, STI and digital transformation across Africa. Responsibilities include coordinating TICID’s initiatives, supporting African countries in implementing the Global Digital Compact, promoting the Science, Technology and Innovation Strategy for Africa, and fostering partnerships that strengthen digital ecosystems. The role ensures the effective planning, execution and monitoring of activities that advance ECA’s mission and contribute to sustainable development, digital inclusion and regional integration.
