About Action for the Needy in Ethiopia (ANE):
Action for the Needy in Ethiopia (ANE) is an indigenous, nonprofit, and non-governmental humanitarian organization established in 2012. It is officially registered under the FDRE Civil Societies Organization Authority (ACSO) to work in pastoral and agro-pastoral regions of Ethiopia. ANE is also licensed by the Ministry of Agriculture, Disaster Risk Management, and Food Security sector to operate in all regions of the country. Over the past thirteen years, ANE has addressed both emergency and development needs of refugees, internally displaced people (IDPs), and disaster-affected host communities.

About the Project:
In collaboration with Jhpiego, ANE is implementing the Reaching Impact Saturation and Epidemic Control (RISE) Project — a one-year, multi-regional initiative focused on strengthening maternal, newborn, and child health and nutrition (MNCHN), improving infection prevention and control (IPC), and enhancing health security across Ethiopia. The project uses a geographic clustering model to ensure efficient, context-responsive implementation across pastoralist, agrarian, and semi-urban woredas.

Job Summary:
The Woreda MNCH Officer will strengthen maternal, newborn, and child health and nutrition (MNCHN) services and infection prevention and control (IPC) practices within assigned health facilities. Based at the Woreda Health Office, the officer will provide technical support through on-site training, mentoring, and coaching. The role involves addressing health system bottlenecks, supporting hard-to-reach areas, and improving overall service quality and outcomes. The officer will collaborate with cluster-based teams and report to the Cluster MNCH Technical Coordinator, requiring frequent field travel with a valid motorbike license preferred.

Key Responsibilities:
Technical Support and Capacity Building:
Provide on-site training, coaching, and mentoring on MNCHN, IPC, nutrition, and immunization.
Conduct regular field visits to health facilities using motorbikes or other means.
Identify and address service delivery barriers, including workforce and supply chain issues.
Ensure improved quality of care and health outcomes through continuous capacity strengthening.

Strategic Planning and Implementation:
Design and implement alternative service delivery strategies for underserved populations.
Work with Woreda Health Offices to ensure equitable access to MNCHN services.

Coordination and Synergy:
Collaborate closely with the Woreda Facilitator to align facility and community-level interventions.
Facilitate joint planning and review meetings with stakeholders.

Monitoring, Evaluation, and Reporting:
Support facilities in data collection, analysis, and data use for informed decision-making.
Regularly report progress, challenges, and lessons learned to the Cluster MNCH Technical Coordinator.
Organize and facilitate review meetings and reflection sessions.

Job Requirements:
Education: Bachelor’s degree or higher in Nursing, Midwifery, Public Health, or a related clinical field.
Experience: Minimum of 5 years of hands-on experience in MNCH, nutrition, and immunization services.
Training: Prior training in IMCI, BEmONC, immunization, cold chain management, and acute malnutrition management is desirable. IPC and HMIS training is an advantage.
Skills: Experience in training, mentoring, and identifying health system bottlenecks.
Language: Proficiency in local languages of the woreda is highly desirable.
Other: Valid motorbike driving license preferred. Previous NGO experience is essential.
