Job Overview
This position is located in the Information and Communications Technology Services Section (ICTSS), within the Division of Publications Conference and Knowledge Management (PCKMD) at the United Nations Economic Commission for Africa (ECA), Addis Ababa. The role supports ECA’s mission to deliver innovative solutions, strengthen digital infrastructure, and enhance conference and broadcast services.
Key Responsibilities
• Assist the Broadcast and Conference Operations Officer in managing studio production, radio/post-production, conference operations, A/V systems, microphone management, interpretation systems, broadcast engineering, and Media Asset Management Systems (MAMS) and Broadcast Automation Systems (BAS).
• Design, install and operate video conferencing, audio-visual, conference management, and simultaneous interpretation systems.
• Lead installation of hybrid conferencing systems integrating virtual platforms.
• Operate and supervise livestreaming services to social media and UN Web TV.
• Oversee digital signage and automated content distribution systems.
• Participate in development, testing and implementation of new application systems and functionalities.
• Design and install software/hardware monitoring tools and create technical documentation.
• Research new technologies and propose system improvements.
• Troubleshoot and maintain internal databases, applications and system tools.
• Coordinate with DPI, DGACM and BCSS for resource planning for events.
• Lead projects related to computer systems planning, design, testing, and installation.
• Serve as focal point for scheduling, calibration and maintenance of conference and broadcast equipment.
• Prepare periodic reports; supervise technicians; plan shifts and assignments.
• Participate in recruitment and oversight of temporary technical staff.
• Liaise with delegations and host countries for off-site meetings and conferences.
• Determine material and staffing requirements and prepare cost estimates.
• Conduct operational training for broadcast, AV, conference, MAMS and BAS operators.
• Act as deputy to the Telecommunications Engineer.
• Assist with data analysis, visualizations and updates of web content or brochures.
Competencies
Professionalism: Strong expertise in conference management, interpretation systems, audio/video systems, broadcast engineering, hybrid conferencing, digital signage and network-based AV. Skilled in operations, troubleshooting, and maintenance. Capable of producing technical reports and ensuring high performance standards.
Client Orientation: Understands clients’ needs, ensures timely delivery of services and maintains productive partnerships.
Technological Awareness: Keeps up with new technologies and applies them effectively.
Education Requirements
• High school diploma or equivalent required.
• Training/certification in AV over IP (e.g., Dante) desirable.
• Training in data analytics, business analytics or data science desirable.
Work Experience
• Minimum 10 years of experience in conference operations, CMSI systems, broadcast operations, studio production, videoconferencing, or hybrid conferencing.
• Minimum years reduced to 8 with a first-level university degree.
• Required: Hands-on experience with CMSI systems, video conferencing, AV technologies, digital signage, virtual meeting platforms, livestreaming production, AV over IP and broadcast LAN environments.
• Desirable: Experience maintaining LED video walls, AI applications in conferencing, or Dante certification.
• At least 1 year of experience in data analytics desirable.
Languages
• English required (UN Level II for reading, writing, listening and speaking).
• French desirable.
Assessment
