Job Description
The position oversees the planning and implementation of programs promoting ICT, science, technology, and innovation for development. Responsibilities include leading digital transformation initiatives, supporting African countries in implementing the Global Digital Compact, promoting partnerships for ICT utilization, and advancing ECA’s work in technology-driven development. The role contributes to regional policy responses, innovative financing models, peace and social inclusion frameworks, and macroeconomic strategies that support economic diversification. The Chief of Section ensures effective delivery of research, advisory services, and regional cooperation activities tied to digital innovation and emerging technologies.
Education
Master’s degree or equivalent in engineering, sciences, computer science, economics, or a related field. A first-level university degree with qualifying experience may be accepted. Training in data analytics or data science is an advantage.
Work Experience
At least 10 years of progressively responsible experience in economic research, policy formulation, ICT or STI development, or related fields. Experience in digital transformation, emerging technologies, and advisory work in Africa is required. Experience in data analytics is desirable.
Languages
Fluency in English or French is required.
