Positive Action for Development (PAD) is seeking a qualified Field Monitoring, Evaluation, Reporting, and Learning (MERL) Officer for its Malala Fund Girls’ Education Project in Wara Jarso, Degem, and Kuyu woredas. The position ensures effective monitoring, evaluation, and learning across project activities to drive data-informed decision-making and continuous improvement.
Key Responsibilities
Design and implement monitoring and evaluation frameworks aligned with project goals.
Collect, analyze, and report project performance data using digital MEL tools.
Track progress toward targets and provide timely feedback to project teams.
Prepare and maintain monitoring checklists, data collection tools, and documentation systems.
Conduct regular field visits and ensure data quality through verification and validation.
Support capacity building of project staff in data management, reporting, and learning.
Facilitate mid-term and final evaluations and ensure learning is integrated into project planning.
Compile monthly, quarterly, and annual reports and success stories for learning and dissemination.
Qualifications
Master’s or Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, or related field.
Minimum of 5 years of experience in monitoring, evaluation, and learning (MEL), preferably with NGOs.
Proficiency in data analysis tools such as Excel, SPSS, Stata, or Power BI.
Knowledge of digital MEL platforms like KoboToolbox, CommCare, or Power BI.
Excellent analytical, reporting, and communication skills.
Strong teamwork and adaptability in diverse, cross-cultural environments.
Willingness to travel to remote project sites regularly.
