Job Description
The specialist designs and implements the evaluation according to the TOR, leads data collection, consults stakeholders, analyzes findings, and prepares all deliverables including inception, draft, and final reports. The position ensures stakeholder engagement, quality assurance, confidentiality, and adherence to ethical evaluation standards. Responsibilities include team coordination, presenting results, identifying lessons learned, and ensuring methodological rigor across qualitative and quantitative approaches.
Education
Master’s degree in Development Studies, Economics, Monitoring & Evaluation, Public Policy, or related fields. A first degree plus 3 years of qualifying experience may be accepted.
Work Experience
Experience in evaluating international development projects is required. Proven ability to design and lead theory-based evaluations, use M&E methodologies, conduct strategic analysis, and produce high-quality reports. Experience in capacity-building evaluations is desirable. Knowledge of land governance, land law, and gender mainstreaming in Africa is an advantage.
Languages
Fluency in English is required. French is an advantage.
