Position Summary:

The Safety Officer will oversee safety matters for all DRC personnel, assets, and programs within the Dollo Ado Area. The officer will ensure safe delivery of aid through planning, implementing, monitoring, and reporting on safety measures. This role includes supervising guards, coordinating staff movement and transportation, and maintaining compliance with Safety Risk Management System (SRMS) and Minimum Operating Safety Standards (MOSS).

Key Duties and Responsibilities:

Conduct safety risk assessments and draft Context Assessments. Develop Safety Plans including SOPs, Local Safety Rules, Safety Briefings, Safety Advisories, and Site Evaluation Checklists. Ensure all staff adhere to safety policies. Maintain and update the Record of Emergency Data (RED). Identify and mitigate safety risks to staff, assets, and programs. Brief all staff on security and context updates. Support operational and programmatic contingency planning. Conduct safety inspections of field sites and implement corrective measures. Maintain a Safety Improvement Plan (SIP) for office and field operations. Build networks with local authorities, NGO, and UN safety stakeholders. Monitor guards, drivers, and vehicle compliance with SOPs. Respond to safety incidents and ensure timely reporting. Assess and deliver safety training, briefings, and drills for staff and visitors. Perform any other duties requested by the Area Manager or Safety and Access Coordinator.

Qualifications and Requirements:

Education: Bachelor’s degree in any field; 2 years relevant experience required. 5 years of experience in Safety or Risk Management may substitute for a degree. Safety training is an advantage. Experience: Previous experience in humanitarian operations preferred. Experience in coordination of safety or risk management activities is highly desirable. Languages: Fluency in local language; advanced English required. Skills & Competencies: Strong reporting and communication skills, ability to coordinate staff, schedules, and work plans, knowledge of MS Office, email/Teams, and internet tools, ability to build relationships with local authorities, ability to work under pressure and flexible hours, high integrity, stable character, and teamwork orientation. Must demonstrate DRC’s five core competencies: Striving for excellence, Collaborating, Taking the lead, Communicating, Demonstrating integrity.

Duty Station: Dollo Ado, Ethiopia.

Contract Duration: 6 Months. Salary and Conditions: In accordance with DRC’s Terms of Employment for National Employees.
