About the Project: Support to Transitional Justice (S2TJ)

The Support to the Transitional Justice Process in Ethiopia (S2TJ) project accompanies Ethiopia’s national transitional justice process (TJ), a key element in achieving reconciliation and long-lasting peace. The project strengthens government institutions and civil society organizations to ensure a gender-responsive, victim-centered, and inclusive transitional justice process that aligns with international human rights standards.
The project focuses on:

  • Capacity development and networking on transitional justice and gender for local civil society organizations.
  • Supporting regional and local government bureaus—especially those of Justice, Women, Social Affairs, and Health—to enhance their role in TJ and peacebuilding.
  • Providing holistic, gender-responsive, and community-based Mental Health and Psychosocial Support (MHPSS) to survivors of conflict and grave human rights abuses, including internally displaced persons (IDPs) and marginalized communities.

As the Advisor for Transitional Justice, Community-Based MHPSS, and Peacebuilding in Tigray, you will lead local implementation efforts in Shire and surrounding areas, collaborating with local governments, MHPSS providers, and community-based organizations. You will also support the regional project office in Mekelle and promote integrated approaches to peacebuilding, gender equality, and transitional justice.

Key Responsibilities
  • Facilitate capacity development and networking activities on TJ and gender with civil society organizations in cooperation with the Mekelle and Addis Ababa teams.
  • Strengthen collaboration with city administrations in Shire, Adwa, Axum, Endabaguna, and other relevant areas for project implementation.
  • Support the Project Advisor in Mekelle to enhance the capacities of regional and local government bureaus on TJ, peacebuilding, and gender equality.
  • Implement local activities promoting community-led MHPSS, peacebuilding, and healing initiatives for survivors of war and conflict-related sexual and gender-based violence (SGBV).
  • Contribute to designing and implementing a funding mechanism for community-led MHPSS and peacebuilding initiatives.
  • Plan and organize workshops, trainings, and community events, including logistics and coordination with service providers.
  • Identify and collaborate with local MHPSS service providers in Shire and surrounding areas.
  • Prepare and manage financing, consulting, and local subsidy contracts while overseeing their implementation.
  • Support strategies for community healing and livelihood empowerment initiatives for survivors and conflict-affected populations.
  • Anticipate potential challenges and develop strategies to address local sensitivities.
  • Monitor project impact, mitigate unintended negative effects, and contribute to overall Monitoring and Evaluation (M&E) processes.
  • Collaborate with other GIZ projects in Shire and surrounding regions to ensure synergy and knowledge sharing.
Qualifications

Education:

  • University degree in Psychology, Social Work, Public Health, Political Science, Peace and Conflict Studies, or a related field.
    Experience and Knowledge:
  • Minimum 5 years of experience in at least two of the following: MHPSS, peacebuilding, conflict prevention, or transitional justice.
  • Proven experience working on community-level projects in Tigray (especially Shire and surrounding areas).
  • Strong understanding of the context and needs of conflict survivors, particularly women, youth, and marginalized groups.
  • Experience with donor-funded projects, including grant and sub-grant management.
  • Practical knowledge of MHPSS service delivery and community-based psychosocial support approaches.
  • Experience working with Tigray local administrations, civil society organizations, and survivor associations.
  • Understanding of transitional justice mechanisms and peacebuilding strategies in the Ethiopian context.
Skills and Competencies
  • Excellent analytical, coordination, and facilitation skills.
  • Strong gender competence, intercultural communication, and emotional resilience.
  • Demonstrated ability to apply do-no-harm and conflict-sensitive approaches.
  • Strong training and capacity-building experience.
  • Excellent proficiency in English and Tigrinya; knowledge of Amharic or Afar is an advantage.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook, Publisher).
  • High integrity, teamwork, and reliability under challenging conditions.
  • Willingness and ability to travel to conflict-affected regions.
