Job Description:
The Consortium Manager will lead a multi-partner project across Benishangul-Gumuz, Ethiopia, and Gedaref, Sudan, focused on strengthening community resilience, supporting populations affected by forced displacement, and promoting social cohesion. This position will oversee the Consortium Management Unit, ensuring coordinated project delivery, high-quality outputs, and alignment with donor requirements and Steering Committee directives.

The role is responsible for strategic planning, program oversight, risk management, and stakeholder engagement, including acting as the primary contact with donors, local authorities, and partner organizations. The Consortium Manager will guide technical specialists, coordinate multi-location teams, and ensure integrated approaches across program areas. Key Responsibilities:

  • Provide leadership, oversight, and management of project delivery to ensure results align with award objectives and donor compliance.
  • Lead strategic direction, performance management, component design, and research and learning activities.
  • Maintain a unified programmatic and technical approach, fostering collaboration across DRC and partner organizations.
  • Serve as secretary to the Steering Committee, facilitating engagement and ensuring progress towards strategic objectives.
  • Act as the principal point of contact with the donor, providing updates on project delivery, risks, and challenges.
  • Oversee active risk management, business continuity planning, and ensure that the Steering Committee and donor are informed.
  • Manage relationships with authorities, partners, and stakeholders, representing the project in meetings and events.
  • Ensure Safety and Security Plans are implemented, monitored, and adapted as needed.
  • Embed learning and adaptive management into all project processes, fostering continuous improvement.
  • Ensure the project delivers an integrated vision across multiple intervention areas and actors.
  • Provide mentorship, guidance, and motivation to a diverse team of technical specialists and partner staff.

Educational Qualification:

  • Degree in political science, international development, social work, humanitarian law, migration studies, or a related field.

Work Experience:

  • Minimum of 7 years’ experience in international humanitarian or development programming.
  • At least 3 years of experience in people management.
  • Proven track record managing large, multi-location programs in complex operating environments, including multi-partner coordination.
  • Experience in inclusive systems, health and nutrition, protection, gender, peacebuilding, or resilience programming is an advantage.
  • Demonstrable experience in project management, budget monitoring, financial forecasting, and risk management.
  • Experience engaging with host governments, donors, partners, and local organizations.

Required Skills and Competencies:

  • Strong leadership, strategic thinking, and decision-making abilities.
  • Excellent communication and negotiation skills, with fluency in English required; Amharic, Arabic, or French is an asset.
  • Ability to build and maintain effective relationships with stakeholders at all levels.
  • Commitment to DRC’s core values and Code of Conduct, including safeguarding against sexual exploitation, abuse, and harassment.
  • Expertise in adaptive management, learning approaches, and integrated project delivery.
  • Strong organizational skills, attention to detail, and ability to operate in complex and dynamic environments.

Job Location:
Assosa, Ethiopia, with frequent travel to project locations in Benishangul-Gumuz and Gedaref, Sudan. The position involves extensive field visits and engagement with multi-partner teams and local stakeholders.

  • Salary and benefits will be in accordance with DRC’s Terms of Employment for national or expatriate staff. The role provides leadership experience, strategic exposure, and opportunities to manage large-scale humanitarian interventions.
