Job Description:
The Field Level Project Coordinator will oversee the daily implementation, coordination, and monitoring of PAD’s humanitarian and development projects. This role ensures that all project activities are executed according to the approved project design, humanitarian standards such as Sphere, Shelter/NFI, and Gender, and donor requirements.

The coordinator will lead field teams, engage with local stakeholders, and ensure integrated, participatory, and gender-sensitive approaches in all interventions. The position includes direct supervision of field staff, facilitation of community mobilization, and management of Feedback, Complaint, and Response Mechanisms (FCRMs) across three IDP sites.

This role has a direct impact on the quality of assistance, protection of vulnerable groups, and operational efficiency. By coordinating multi-dimensional project activities, the coordinator contributes to PAD’s reputation for transparency, accountability, and humanitarian excellence.

Educational Qualification:

  • Bachelor’s degree in Social Work, Sociology, Development Studies, Disaster Risk Management, or a related field.
  • A Master’s degree is preferred but not required.

Work Experience:

  • Minimum of 3–5 years of experience in project coordination in humanitarian settings.
  • Experience with shelter, non-food items (NFI), protection, or gender-responsive programming is highly desirable.

  • Skilled in monitoring, evaluation, and report writing.
  • Knowledge of participatory approaches, community-based feedback mechanisms, and cash and voucher assistance (CVA).

Key Responsibilities:

Project Implementation & Coordination

  • Lead field-level planning, coordination, and execution of project activities in line with approved proposals and donor agreements.
  • Supervise field teams in delivering household item packages, dignity kits, cash-for-shelter programs, and constructing communal women’s safe spaces and fire safety points.
  • Establish and maintain beneficiary selection committees and FCRMs at all project sites.
  • Facilitate participatory planning sessions, community sensitization, and inclusive meetings with IDPs, ensuring engagement of women, youth, persons with disabilities, and older persons.
  • Oversee safe, dignified, and accessible distributions, including door-to-door services for vulnerable households.
  • Coordinate with logistics and procurement teams to ensure timely and quality supply of project materials.

Monitoring, Evaluation, Reporting & Learning (MERL)

  • Conduct field visits to monitor project implementation, quality of assistance, and adherence to Sphere standards.
  • Prepare accurate daily, weekly, monthly, and quarterly reports for the Humanitarian Programs Manager and donors such as ShelterBox.
  • Lead post-distribution monitoring (PDM), post-cash distribution surveys, and compile findings for program improvement.
  • Document case studies, success stories, lessons learned, and best practices.
  • Maintain organized and secure project documentation, including distribution lists, training records, meeting minutes, and FCRM logs.

Stakeholder Engagement & Representation

  • Serve as the primary liaison with local authorities, community leaders, IDP representatives, and cluster actors.
  • Represent PAD in coordination forums, cluster meetings, and inter-agency assessments.
  • Build collaborative relationships with other humanitarian actors to avoid duplication and promote integrated responses.
  • Ensure necessary approvals and access agreements for project sites are secured and maintained.

Team Supervision & Capacity Building

  • Mentor and supervise field staff, including distribution officers, community mobilizers, and construction supervisors.
  • Facilitate regular team meetings, refresher trainings, and supportive supervision sessions.
  • Promote a respectful, inclusive, and accountable team environment aligned with PAD’s Code of Conduct and safeguarding policies.

Compliance & Accountability

  • Integrate gender, age, disability, and protection considerations into all activities.
  • Ensure compliance with donor requirements, organizational policies, and ethical guidelines, including PSEA and data protection.
  • Monitor field expenditures to ensure alignment with the approved budget.
  • Promote meaningful participation of women and marginalized groups in decision-making and feedback mechanisms.

Desirable Attributes:

  • Experience in displacement contexts, particularly in the Amhara Region.
  • Familiarity with national NGO partnerships and donor compliance frameworks (e.g., ShelterBox, UN, ECHO).
  • Training in gender mainstreaming, CVA, safe distributions, or fire safety awareness.
  • Strong networking, advocacy, and relationship-building skills.
  • Knowledge of local procurement and supply chain processes in Ethiopia.

Technical Skills:

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • Experience with data collection tools such as KOBO Toolbox.
  • Competency in technical writing and project documentation.
