The British Embassy Addis Ababa is seeking a Humanitarian Programme and Policy Officer (SEO) to support the UK Government’s humanitarian and resilience response in Ethiopia. The role sits within the Resilience and Humanitarian Team (RHT) and contributes to addressing one of the world’s most complex humanitarian situations through analysis, policy engagement, and programme oversight.

Role Purpose
The post holder will maintain assessments and analysis of humanitarian needs and risks in Ethiopia, monitor UK-funded humanitarian and resilience programmes, and lead on specific policy and partner portfolios. The role requires close coordination with FCDO colleagues, humanitarian partners, and Government of Ethiopia counterparts, and regular reporting to Embassy leadership and FCDO headquarters.
Key Responsibilities
Produce regular humanitarian analysis, situation reports, thematic briefs, and scenario planning
Track results and performance of humanitarian and resilience programming
Lead on investments in humanitarian data and evidence
Serve as a focal point for parliamentary and ministerial humanitarian inputs
Build and maintain strong networks within the Ethiopian humanitarian community and FCDO
Support humanitarian policy engagement with government, UN agencies, NGOs, and partners
Plan and participate in field visits to humanitarian programmes (minimum 10 days per year)
Contribute to the design, review, and adaptation of humanitarian and resilience programmes
Lead specific programme or policy areas based on experience and interest
Essential Qualifications and Experience
Experience working on humanitarian issues with government, donors, or humanitarian organizations
Strong analytical and data analysis skills with ability to present clear information products
Excellent written and verbal communication skills
Strong understanding of Ethiopia’s humanitarian architecture and policies
Proven ability to work collaboratively, manage multiple priorities, and adapt to change
Experience in partnership and stakeholder management
Desirable Skills and Experience
Familiarity with programme delivery or project management
Proficiency in Amharic and/or other Ethiopian languages

Salary and Benefits
Salary: USD 2,198.28 per month (subject to tax and statutory deductions)
