The United Nations Economic Commission for Africa (ECA) is seeking a qualified Information Systems Officer (Portfolio & Strategy), P3, to support ICT governance, digital transformation, and data-driven systems within the organization. The position is based in Addis Ababa and is offered as a temporary appointment.

Key Responsibilities
Support ICT governance, compliance monitoring, risk management, and quality assurance across ICT projects
Develop, review, and enforce ICT policies, frameworks, and project management methodologies
Coordinate governance committees and ensure effective documentation and communication of decisions
Manage ICT budgeting, pricing, billing processes, and support fundraising initiatives
Develop and maintain the ICT service catalogue to ensure transparency and efficiency
Drive digital transformation initiatives aligned with UN 2.0 mandates
Analyze and visualize data to support planning, decision-making, and reporting
Perform additional duties as required
Education & Experience Requirements
Master’s degree in Computer Science, Information Systems, Mathematics, Statistics, or a related field
A first-level degree with relevant experience may be accepted in lieu of an advanced degree
Minimum of five years of progressively responsible experience in project coordination
Experience in data analytics, resource mobilization, or partnership development is an advantage
Language Requirements
Fluency in English (oral and written) is required
Knowledge of French is desirable
