Job Summary
The Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is seeking a highly motivated Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to support emergency response operations in Humera. The MEAL Officer will implement effective monitoring and evaluation systems, ensure accountability to affected populations, and support learning to improve program quality and impact.
Key Responsibilities
MEAL Strategy and Systems
Ensure full compliance with DRC’s Global MEAL Model and Ethiopia MEAL Framework. Maintain MEAL systems and tools to track project implementation progress and analyze data for decision making.
Monitoring, Evaluation and Reporting
Develop and operationalize MEAL plans for all projects. Conduct regular monitoring visits and provide timely feedback to program teams. Ensure the use of sector-specific data collection tools. Lead surveys and assessments including recruitment, training, and supervision of data collectors. Ensure data is collected and managed according to protection information management standards. Analyze qualitative and quantitative data, prepare assessment and survey reports, update indicator tracking tools, conduct data quality assessments and audits, validate programmatic reports, and compile monitoring reports for submission to relevant teams.
Accountability and Learning
Support establishment and functionality of complaint and feedback mechanisms. Ensure complaints are received, documented, and responded to appropriately. Analyze beneficiary feedback data and generate lessons learned to inform program improvements. Support information-sharing materials and events and verify consistency of donor and government reports.
Other Duties
Carry out additional MEAL-related responsibilities as assigned by the Emergency Manager and Country Office MEAL Team.
Required Qualifications and Experience
Education
University degree in Statistics, Economics, Social Sciences, Development Studies, or a related field.
Experience
Minimum of two years of MEAL experience in a humanitarian or NGO setting. Proven experience translating logframes into monitoring plans, developing data collection tools, managing data collection processes, and conducting qualitative and quantitative analysis. Experience with Excel, SPSS, and mobile data collection tools such as Kobo Toolbox. Strong analytical, organizational, and report-writing skills.
Language Requirements
Fluency in English is required. Knowledge of Amharic and Tigrigna is mandatory.

Salary and benefits will be in accordance with Danish Refugee Council National Staff Terms of Employment. Employment is subject to funding confirmation.
