Programme Overview
• Two-year programme funded by the Generalitat Valenciana (launched in 2024)
• Aims to improve sustainable livelihoods for refugees and environmental recovery in Gambella and Assosa
• Total budget: €889,870 (2024–2025), benefiting 3,136 South Sudanese refugee households
• Implemented across six refugee camps and host areas: Nguenyyiel, Pinyudo I & II, Tierkidi, Abol, Tsore, Sherkole, and Bambasi
Objectives
• Restore degraded natural areas and support access to a healthy environment for 79,400 refugees and host communities, including 39,700 women
• Promote sustainable livelihoods and job opportunities for 3,920 refugees, including 3,136 women
• Reduce unassisted persons to below 70% of the 90,000 target population, focusing on women

• Strengthened protection of natural resources and environmental restoration
• Improved access to training and sustainable livelihoods for refugee self-sufficiency, particularly women

• Rehabilitation of degraded grasslands and green belts

Scope of Work
• Design and implement mixed-method evaluation (qualitative and quantitative)
• Conduct document reviews, key informant interviews, focus group discussions, and field visits
• Apply OECD-DAC and UNHCR evaluation criteria with Age, Gender, and Diversity (AGD) integration
• Produce inception report, presentations, validation workshops, and final evaluation report

Required Qualifications
• Advanced degree in Economics, Social Sciences, Agriculture, or related fields
• Minimum 5 years’ experience in external evaluations of livelihoods or socio-economic programmes in humanitarian or development contexts
• Strong knowledge of UNHCR operations and refugee livelihoods programming
• Proven experience leading mixed-method evaluations
• Excellent analytical, writing, and presentation skills
• Fluency in English; Ethiopia experience is an asset
