Job purpose
The Senior MEAL Officer supports the achievement of Oxfam Ethiopia’s Country Strategy by ensuring high-quality monitoring, evaluation, accountability, and learning systems across humanitarian and development programmes.

The role strengthens evidence-based programming, accountability to affected populations, partner capacity building, and organizational learning across multiple thematic areas.

Job summary
The Senior MEAL Officer is responsible for designing, implementing, and managing MEAL systems and tools for Oxfam projects and programmes. This includes leading assessments, evaluations, surveys, post-distribution monitoring, reporting, and learning processes.

The position works closely with programme teams, partners, consortium members, INGOs, clusters, and government stakeholders to ensure programme quality and compliance with Oxfam standards, Core Humanitarian Standards, and CAMSA requirements.

Key responsibilities

Meal system development
Develop and implement MEAL frameworks with output, outcome, and impact indicators
Provide technical support for assessments, baselines, evaluations, and monitoring
Design innovative MEAL tools, templates, and digital systems
Coordinate KAP surveys, PDMs, baseline, and end-line studies
Ensure compliance with Oxfam policies and standards

Data management and reporting
Manage data collection, cleaning, analysis, and reporting systems
Compile and review internal and donor reports
Support logframes, MEAL plans, and indicator performance tracking tables
Ensure data accuracy, consistency, relevance, and timeliness
Maintain central databases and learning repositories

Capacity building and coordination
Train and mentor MEAL officers, assistants, and partners
Support partner MEAL capacity strengthening
Participate in coordination forums and technical working groups
Lead consortium-level MEAL technical working groups

Programme quality, learning, and accountability
Implement beneficiary feedback and complaints mechanisms
Facilitate learning, reflection, and after-action review sessions
Document best practices, lessons learned, and case studies
Promote gender-sensitive and protection-integrated MEAL approaches

People management
Provide leadership and guidance to MEAL teams
Support staff development, coaching, and performance management
Ensure compliance with Oxfam HR and safeguarding policies

Job requirements

Education
MSc or BSc in Economics, Development Studies, Statistics, Management, or related fields

Experience
Minimum 5 years of proven MEAL experience
Experience in humanitarian, development, advocacy, or campaign programmes
Strong knowledge of Core Humanitarian Standards, SPHERE, LEGS, and SAFE programming

Skills and competencies
Strong analytical and strategic thinking skills
Excellent computer and data analysis skills
Excellent English writing and communication skills
Ability to work under pressure and in challenging environments
Strong commitment to gender justice and protection principles
Willingness to travel to field locations

Desirable qualifications
Experience with large international NGOs
Research experience and knowledge of SPSS or STATA
Understanding of WASH, Protection, and EFSVL programming
Experience in training, mentoring, and strategy implementation
Knowledge of local languages is an advantage
