Senior Localization and Branch Capacity Building Officer

About the Organization
The Ethiopian Red Cross Society (ERCS), established in 1935, is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides emergency response, ambulance and first aid services, family reunification, essential drugs, water and sanitation, and disaster risk reduction programs. The organization operates through Regional, Zonal, Woreda, and Kebele Red Cross structures and works in partnership with government institutions, IFRC, ICRC, Partner National Societies, volunteers, and communities.

Job Summary
Under the supervision of the Localization and National Society Development (NSD) Division Manager, the Senior Localization and Branch Capacity Building Officer supports the implementation of localization and NSD strategies aimed at strengthening branch-level capacity, governance, and community-led service delivery. The role requires continuous field engagement and coordination with partners to support institutional transformation.

Duties and Responsibilities
Support the implementation of localization and NSD strategies; strengthen branch governance and leadership systems; coordinate and deliver capacity-building programs; maintain regular field presence; represent ERCS in local and regional forums; plan, coordinate, and report NSD activities; support NSD budget management; collaborate with ICRC, IFRC, and Partner National Societies; contribute to the National Society transformation plan; establish and manage strategic partnerships; support negotiation and administration of partnership agreements; work closely with finance, HR, logistics, and program teams; monitor and evaluate NSD initiatives; document best practices and lessons learned; provide targeted support to branches; promote localization and community engagement; integrate NSD priorities into branch planning processes; ensure compliance with organizational policies, national laws, and donor requirements; and perform other duties assigned by the supervisor.

Qualifications and Experience
Bachelor’s degree or higher in Management, International Development, Public Administration, Governance, Development Studies, Business Administration, Leadership, Organizational Development, Community Development, Political Science, or International Relations. Six to eight years of relevant work experience, including three to five years in a senior position.

Required Skills
Project and campaign management, project planning, strong coordination and communication skills.

Terms of Employment
Permanent position after successful completion of probation period. Salary as per ERCS salary scale.
