Development officer

UNHCR is seeking a Development Officer to support cooperation with development partners and government counterparts in addressing protracted displacement situations. The role focuses on linking humanitarian action with development responses to promote inclusion, resilience, and self-reliance of refugees and host communities.

The position supports alignment between humanitarian and development programming, policy dialogue, multi-year strategies, and partnerships with development institutions.

key duties and responsibilities
  • Support research and analysis on long-term political, economic, and social trends related to forced displacement
  • Assist in planning and implementation of resilience and inclusion strategies
  • Support development of multi-year and multi-partner protection and solutions strategies
  • Facilitate engagement with development partners, governments, and financial institutions
  • Strengthen partnerships with development banks, bilateral donors, and multilateral agencies
  • Support integration of refugee concerns into national and local development planning
  • Contribute to monitoring systems tracking progress toward agreed outcomes
  • Support coordination, knowledge sharing, and documentation of good practices
  • Assist in training and capacity-building initiatives
  • Perform other related duties as required
minimum qualifications

education
Bachelor’s degree or higher in:

  • Development Economics
  • Development Studies
  • International Relations
  • Political Science
  • Law
  • Socio-Economic Development
    or a related field

experience

  • 6 years relevant experience with undergraduate degree
  • or 5 years with graduate degree
  • or 4 years with doctorate degree
  • At least 4 years in international development institutions
  • Minimum 2 years field-based experience
