International Consultant – Migration Evaluation

About the Role
The Evaluation Specialist will assess the performance of the project vis-à-vis its overall objectives and deliver high-quality evaluation reports in line with ECA standards. The evaluation will cover the first and second quarters of 2026, with the final report expected no later than 16 June 2026.

Key Deliverables

  • Inception Report – including methodology
  • Post-data Collection De-brief Meeting
  • Draft Evaluation Report – with presentation
  • Final Evaluation Report – including evaluation summaries

Duties & Responsibilities

  • Design, plan, and implement the evaluation according to the Terms of Reference (ToR)
  • Lead data collection, consultation, and liaise with project stakeholders, key informants, and partners
  • Analyze findings to produce assessments, conclusions, recommendations, and lessons learned
  • Draft evaluation reports per ECA specifications and timelines
  • Present the draft evaluation report
  • Manage the data collection support team, ensuring quality outputs
  • Participate in briefings and discussions as required
  • Ensure independence, impartiality, and confidentiality in all evaluation processes

Qualifications & Skills

  • Education: Advanced University Degree (Master’s or equivalent) in Migration Studies, Development Studies, Social Sciences, Economics, Public Policy, or related fields. First-level degree with 10 years of qualifying experience may be considered
  • Proven expertise in migration, regional integration, governance, and gender issues in Africa
  • Experience with strategic planning, M&E methods, data analysis, and report writing
  • Knowledge of African Union, Agenda 2063, and Agenda 2030 is an advantage
  • Minimum 10 years of experience in complex, multi-country, multi-stakeholder development evaluations
  • Experience evaluating UN programs and/or AU projects is desirable
  • Fluency in English is required; French or other UN/AU languages is a plus

  • Candidates must not have been recently involved in the formulation or implementation of the project to maintain independence
