position context
The Protection Unit works closely with the Government of Ethiopia and key stakeholders to reduce protection risks and address the needs of vulnerable migrants, displaced persons, and affected communities. Within the Migrant Protection and Assistance non-emergencies portfolio, programming areas include counter-trafficking, assistance to vulnerable migrants, migration response centres, and community outreach. Under the overall supervision of the Senior Programme Officer (Protection) and direct supervision of the Programme Officer (Protection Emergencies), the National Officer provides day-to-day oversight of protection non-emergency programming, including management of MRCs, counter-trafficking, and community outreach activities, while supporting planning, budgeting, coordination, reporting, and liaison functions.
key responsibilities
Coordinate operational, administrative, and financial aspects of protection projects
Monitor implementation progress, identify gaps, and recommend corrective actions
Support development of work plans, budgets, M&E tools, and SOPs
Coordinate data collection, analysis, information management, and visibility materials
Prepare and disseminate donor and internal reports in line with requirements
Liaise with donors, government counterparts, UN agencies, NGOs, and partners
Plan and deliver capacity building activities for staff, partners, and communities
Participate in coordination meetings, workshops, and interagency forums
Contribute to proposal development, concept notes, and communication products
Supervise, mentor, and provide technical guidance to project staff
Undertake duty travel for monitoring, assessments, and coordination
Perform other duties as assigned
required qualifications
Bachelor’s degree in political science, social sciences, international relations, development studies, migration studies, human rights, law, or related fields with two years of relevant experience, or a master’s degree in the same fields from an accredited institution.

Experience coordinating with government institutions, UN agencies, and NGOs
Experience working with migrants, refugees, IDPs, victims of trafficking, or vulnerable groups
Proven experience leading complex protection programmes and multiple interventions
Strong project management, MEAL, and reporting experience
In-depth knowledge of migrant protection, counter-trafficking, and community outreach
Knowledge of protection information management systems is an asset
Excellent leadership, coordination, and cross-cultural communication skills
Strong organizational skills and ability to work under pressure
Proficiency in Microsoft Word, Excel, PowerPoint, and SharePoint
Knowledge of IOM protection standards and humanitarian protection frameworks
languages
Fluency in English is required
Working knowledge of Amharic is desirable
