Mission Description
The MEAL Officer will contribute to increasing project impact by establishing and operationalising an effective MEAL framework in line with Expertise France and donor requirements, while integrating gender considerations throughout the project lifecycle.

Role within the Project Team
The officer will report to the Project Team Leader and work closely with the full project team, including Key Experts, a Junior Project Officer, an Outreach Officer, and an Administrative and Grant Officer, as well as with the Expertise France Country Support Office in Ethiopia.

MEAL Framework Development
The role involves updating the Theory of Change and Logical Framework, refining indicators, and developing a comprehensive MEAL plan aligned with Expertise France’s MEAL policies and donor standards.

Data Collection and Analysis
Responsibilities include designing and operationalising quantitative and qualitative data collection tools, supporting baseline and endline studies, coordinating interviews and focus groups, and ensuring accurate data analysis and reporting.

Monitoring, Evaluation, and Reporting
The MEAL Officer will establish reporting mechanisms, ensure compliance with reporting deadlines, and support the preparation, compilation, and validation of high-quality donor reports.

Capacity Building and Training
The position includes identifying MEAL capacity development needs and organizing training and coaching activities for project staff and stakeholders on data collection, analysis, indicator measurement, and effective use of MEAL tools.

Gender-Sensitive Programming
All MEAL processes and tools must be gender-sensitive, in line with the project’s OECD DAC 2 gender rating, ensuring meaningful integration of gender equality considerations.

Evaluation and Quality Assurance
The officer will contribute to drafting terms of reference for evaluations, coordinate internal and external evaluations, support follow-up on recommendations, and ensure compliance with data quality and GDPR standards.

Knowledge Management and Learning
The role involves developing knowledge management systems, organizing learning and experience-sharing sessions, documenting lessons learned, and contributing to the capitalization of project practices at country and headquarters levels.

Support to Country Office Management
The MEAL Officer will support the Ethiopia Country Office in using monitoring data and stakeholder feedback for accountability, communication, and learning initiatives.

Project Context
The project “Strengthen the capital market to be MSME-friendly serving the needs of enterprises and startups owned and led by youth and women” is co-financed by the European Union and Agence Française de Développement, with a total budget of EUR 10 million.

Project Objectives
The initiative aims to enhance access to finance, improve financial literacy, strengthen capital market institutions, and promote inclusive participation of youth- and women-led MSMEs in Ethiopia’s capital markets.

Expected Outputs
Key outputs include strengthened institutional capacity, increased knowledge among youth- and women-led MSMEs and startups, and enhanced awareness among investors to participate in capital markets.

Beneficiaries include the Ethiopian Capital Market Authority, Ethiopian Securities Exchange, Accounting and Auditing Board of Ethiopia, entrepreneurship support organizations, and MSMEs.

Educational Requirements
A postgraduate degree in international development, applied statistics, socio-economics, sociology, development economics, or a related field is required.

Professional Experience Requirements
Candidates must have at least five years of experience in MEAL functions for donor-funded projects, including experience in MEAL framework development, data collection, evaluation, and learning activities.

Technical Competencies
Applicants must demonstrate strong knowledge of results frameworks, EU-funded project MEAL standards, results-based management, data security, and gender-sensitive MEAL methodologies.

Skills and Abilities
Excellent analytical and writing skills, strong proficiency in quantitative and qualitative research methods, and advanced use of Excel and data analysis tools are required.

Language Requirements
Perfect command of both Amharic and English, written and spoken, is required.

Contract Duration and Start Date
The contract is initially for twelve months, renewable up to forty-eight months, with an expected start date of March 2, 2026, or a mutually agreed date.
