Project Background
The Groundwater Access Facility Initiative was launched in May 2024 in Jigjiga, Ethiopia, with the aim of strengthening groundwater resource management across the Horn of Africa through sustainable and resilient water solutions.
Project Description
Under this initiative, UNDP and CIFF agreed in August 2025 to implement a Productive Use of Water pilot project in the Somali Region. The project focuses on assessing the feasibility of groundwater access through shallow and deep boreholes and the development of water supply infrastructure.
Project Scope
The project will deploy two drilling rigs to construct a total of 20 wells, each designed to deliver a minimum yield of three liters per second using solar-powered pumping systems operating eight hours per day.
Beneficiaries
The wells will provide safe drinking and domestic water to approximately 150,257 people, including adults and children, while also supporting 59 health facilities and improving water access for 66 schools across northern and southern areas of the Somali Region.
Project Outcomes
The pilot phase seeks to confirm the feasibility of groundwater access by drilling boreholes and developing integrated water supply systems that include electromechanical components, pipelines, storage facilities, and water quality infrastructure.

Scope of Work
UNDP is seeking a highly skilled Procurement and Contract Specialist to manage the full procurement and contract lifecycle while ensuring strict compliance with UNDP financial rules, regulations, and donor requirements.
Procurement Management Responsibilities
The role includes conducting procurement activities in line with the approved procurement plan, ensuring compliance with UNDP regulations, procuring goods, services, and works at best value for money, and maintaining effective internal control systems.
Contract Management Responsibilities
The specialist will manage contracts from award to completion, prepare and issue amendments, verify deliverables, negotiate contract terms, monitor contractor performance, and resolve disputes in collaboration with project managers.
Planning and Reporting Responsibilities
The position requires preparation and monitoring of procurement plans, management of tendering and evaluation processes, maintenance of procurement records, and regular reporting to project management on procurement progress.
Team Management Responsibilities

Required Education
An advanced university degree at the master’s level in Business Administration, Economics, Engineering, or related fields is required, or a bachelor’s degree with additional qualifying experience. CIPS Level 4 certification is highly desirable.
Required Experience
Candidates must have a minimum of five years of progressive experience with a master’s degree or seven years with a bachelor’s degree in procurement and contract management, including experience with large-scale and water infrastructure projects.
Language Requirements
Fluency in both English and Amharic is required for this position.
