Environmental Health Manager – Afar Project

Job Description
MSF-Belgium is seeking an Environmental Health Manager for the Afar Project. The role involves planning, coordinating, implementing, and monitoring all logistics activities related to water, sanitation, hygiene, infection control, and environmental health in accordance with MSF standards.

Main Purpose of the Position
The Environmental Health Manager ensures proper WASH (Water, Sanitation, and Hygiene) activities are implemented to support medical services and improve overall environmental health conditions in project areas.

Job Responsibilities

In collaboration with the Project Medical Coordinator and Environmental Health Team Leader, plan and review the annual budget for Environmental Health activities based on project needs.

Monitor the implementation of Environmental Health activities and ensure compliance with MSF standards and protocols. Report progress to the Project Coordinator.

Design, implement, and manage Environmental Health interventions, including water supply, waste management, excreta disposal, hygiene, and infection control.

Conduct Environmental Health assessments with the medical team to identify needs and propose appropriate actions.

Ensure the availability and quality of materials and equipment required for Environmental Health activities, including stock management.

Participate in HR activities such as recruitment, training, and performance evaluation of Environmental Health staff.

Support medical teams by identifying risk factors contributing to infections and propose environmental solutions.

Ensure proper data collection and reporting for Environmental Health activities, including analysis and regular updates.

Section-Specific Responsibilities

Ensure safe and fast technical setup for Environmental Health activities following MSF standards.

Assess and monitor Environmental Health requirements in health facilities and communities.

Coordinate with epidemiology, health promotion, GIS, and data teams for analysis and prioritization.

Prepare strategies and intervention proposals based on needs, constraints, and standards.

Manage Environmental Health equipment, ensuring quality, maintenance, and proper stock levels.

Prepare technical descriptions and budgets for latrines, waste zones, and WASH activities in ITFC and Dubti Hospital.

Monitor construction quality for water systems, sanitation facilities, and hygiene promotion activities.

Support emergency preparedness and response, including rapid assessments and budget planning.

Prepare activity plans for Dubti Hospital, outreach programs, and other interventions and monitor progress.

Prepare weekly, monthly, quarterly, and annual reports, including mapping and evaluations.

Ensure infection prevention control protocols and vector control activities follow MSF guidelines.

Job Requirements

Education
BSc in Environmental Health Science, Environmental Health Engineering, Hydraulic and Water Resource Engineering, or Occupational Health and Safety.
Master’s degree in the same fields is desirable.
Additional WASH-related training certificates are an advantage.

Experience
Minimum 2 years of proven experience in WASH project management in humanitarian or emergency settings.
Proven managerial experience with clear evidence of team size managed.
Experience with MSF or NGOs is an added advantage.

Other Requirements
Experience in two or more WASH areas such as water supply, waste management, vector control, or excreta disposal is desirable.
Public health background is an advantage.
Flexibility to work weekends and public holidays on short notice.
Fluent in English; knowledge of local languages is an advantage.
Strong competencies in teamwork, people management, results orientation, and flexibility.
