The Development Officer (SEE4C) ensures effective implementation of World Vision Ethiopia’s Area Program education projects, including Sponsorship, Private Non-Sponsorship, and Education in Emergency projects. The role supports child well-being by working closely with the District Education Office, school principals, teachers, cluster supervisors, and other local stakeholders to guarantee quality and sustainable education interventions.

The officer is responsible for planning, implementing, and monitoring education activities in alignment with the SEE4C TP strategic priorities. This includes ensuring activities in the yearly plan are executed according to set standards, tracking budget utilization, identifying gaps in interventions, and taking corrective actions to strengthen program delivery.

A key responsibility is providing technical support to schools, supervisors, teachers, and volunteers during implementation of TP model activities. The officer ensures that all education structures and learning centers function according to quality standards, fostering a strong connection between program activities and the formal school system.

The Development Officer maintains and strengthens networks with communities, government offices, and development partners to improve service delivery and sustainability of interventions. The role ensures local stakeholders take ownership of SEE4C activities and integrate them into district-level planning and monitoring processes.

Monitoring and documentation are critical components of the position. The officer plans and conducts regular technical and joint monitoring visits, collects evidence, documents best practices, develops case stories, and submits quality reports to AP management, National Education teams, and MEAL officers.

The officer facilitates data collection for program tracking, including outputs, outcomes, and goal-level results, and coordinates with MEAL teams to ensure accurate assessments. Collected evidence supports local advocacy and visibility initiatives while strengthening upward reporting to national offices.

Local resource mobilization is another important aspect of the role. The officer works with communities, local organizations, faith-based institutions, and government structures to generate resources, ensure program continuity, and build the capacity of stakeholders to sustain SEE4C interventions using local funding sources.

Capacity building is central to the position. The officer identifies training needs, develops plans for regular and rapid response trainings, and conducts capacity building for local education actors, including teachers, volunteers, and supervisors. Training effectiveness is evaluated regularly to enhance program quality and outcomes.

The officer ensures full integration of sponsorship into planning, implementation, and monitoring systems of the TP plan. This includes monitoring registered children, coordinating volunteer activities, and embedding child well-being principles across all program activities.

Cross-cutting themes, including child protection, gender, disability, environment, and HEA, are integrated into all program activities. The Development Officer ensures that interventions are inclusive, sustainable, and aligned with World Vision Ethiopia’s mission and strategic priorities.

Required Education
BA Degree or higher in Education, including English, local Ethiopian languages, Curriculum & Instruction, Pedagogy, Educational Planning and Management, or related fields.

Additional Training
Technical skills in TP assessment, project management, and related areas; effective communication in Amharic and English; computer literacy including MS Word, Excel, and Outlook.

Professional Experience
Minimum of 3 years in community rural development, preferably in education; NGO experience preferred; knowledge of local sociocultural contexts; experience in partnership management, government procedures, negotiation, and advocacy.
