About the IHSS Project
The Integrated Health System Strengthening (IHSS) Project is a Gates Foundation investment co-designed with Amref and Ethiopia’s Ministry of Health. It aims to strengthen primary health care by integrating key health system pillars—HRH, health financing, data, and leadership & governance—primarily at regional and district levels.
Position Overview
We are seeking a highly skilled professional to lead the Health Systems Resilience and Emergency Response initiative within the IHSS project. The Lead will design, coordinate, and implement strategies to strengthen emergency preparedness, response, and recovery within Ethiopia’s primary health care system. The role ensures continuity of essential health services during crises and contributes to building a shock-responsive, resilient health system. Frequent regional travel is required.
Key Responsibilities
1. Health System Preparedness & Resilience
- Strengthen regional leadership, governance, and PHEM capacity.
- Build RHB and WoHO capacity for early detection, planning, and emergency budgeting.
- Strengthen surveillance, early warning, and data use systems.
- Support regional and woreda EPR Technical Working Groups.
2. Emergency Response & Recovery
- Develop and operationalize fund activation protocols and accountability tools.
- Lead activation of emergency funds for rapid, context-specific responses.
- Coordinate continuity of essential RMNCH, nutrition, and PHC services during emergencies.
- Support deployment and coordination of emergency response teams and mobile clinics.
- Ensure proper financial oversight, reporting, and donor compliance.
3. Monitoring, Evaluation & Learning
- Lead design and implementation of M&E systems for emergency interventions.
- Track key indicators and prepare technical and financial reports.
- Facilitate after-action reviews and integrate lessons into resilience planning.
4. Post-Crisis Recovery & Integration
- Support rehabilitation of health facilities and restoration of HMIS and other systems.
- Ensure recovery actions contribute to long-term system resilience.
Qualifications
- Master’s degree in Public Health, Epidemiology, Health Systems Management, or related field.
- 8–10 years of progressive experience in emergency response, humanitarian health, or health system resilience.
- Experience managing donor-funded programs and flexible emergency funding.
- Strong communication and reporting skills in English and Amharic.
