Position: Administrative and Financial Manager – Project Support Unit (Full Time)

In Ethiopia, Expertise France’s portfolio grew by over 140% in 2024 to €32 million and is expected to exceed €45 million by the end of the year. To support this growth, the agency is structuring a country directorate and a Project Support Unit (PSU) in Addis Ababa.
Position Overview
The Administrative and Financial Manager (AFM) is responsible for establishing and overseeing an effective administrative and financial system to support the agency’s projects in Ethiopia. The AFM ensures proper implementation of financial management procedures, deployment of tools such as Sage X3, budget monitoring, financial reporting, and compliance with national regulations. The role includes supervising finance staff and ensuring the smooth operation of administrative and financial functions within the PSU.
Key Responsibilities
Financial and Budget Management
- Prepare and monitor project budgets, expenditure forecasts, and financial reports.
- Ensure data accuracy and compliance with internal financial procedures.
- Support audit preparation and coordinate with donors on financial matters.
- Oversee subgrant management and cost allocations across projects.
Accounting Management
- Supervise payment procedures and accounting practices.
- Verify consistency of financial data and ensure proper archiving.
- Prepare monthly and annual closing reports for submission to headquarters.
Bank and Treasury Management
- Supervise cash flow forecasts and ensure fund availability.
- Coordinate with the Treasury Assistant for fund transfers and reconciliations.
Administrative Management
- Oversee administrative procedures and compliance with regulations.
- Manage office contracts and support procurement and logistics functions.
- Monitor national financial regulations and ensure tax compliance.
Team Management
- Supervise and train finance staff, monitor work plans, and evaluate performance.
- Support team development through training and mentoring.
Qualifications and Experience
- Advanced degree in accounting, finance, or business administration.
- Minimum of five years of experience in administrative and financial management, preferably in international development or humanitarian projects.
- Proven experience in team leadership and donor-funded project management (EU/AFD preferred).
- Knowledge of ERP systems and accounting software, particularly Sage.
- Excellent analytical, reporting, and organizational skills.
- Fluency in English; knowledge of French is an asset.
