Position: Key Expert – Capital Markets and SME Finance (Full Time)
About the Job
Expertise France, part of the AFD Group, is the French public agency for international technical cooperation. The agency designs and implements projects that strengthen public policies in developing and emerging countries across key sectors such as governance, finance, climate, health, and education. The project “Inclusive Capital Markets for Youth and Women Entrepreneurs in Ethiopia” is co-financed by the European Union (EU) and the Agence Française de Développement (AFD), with a total budget of €10 million.
The project aims to enhance Ethiopia’s capital markets to better support micro, small, and medium enterprises (MSMEs), particularly those owned or led by youth and women. It focuses on improving financial inclusion, regulatory frameworks, and investor awareness to promote sustainable and inclusive economic growth.
Position Overview
The Key Expert on Capital Markets and SME Finance will coordinate the first component of the project, working closely with the Ethiopian Capital Market Authority (ECMA) and other key institutions. The expert will lead technical support, design capacity-building initiatives, and promote innovative financing mechanisms for MSMEs.
Key Responsibilities
Provide strategic and technical leadership for the capital markets component.
Support ECMA and other institutions in developing MSME-friendly financial regulations and tools.
Design and implement capacity-building programs for ECMA, ESX, AABE, and related institutions.
Support the establishment of the IPO Clinic at ECMA to help SMEs prepare for listing and improve investment readiness.
Promote innovative finance mechanisms such as crowdfunding, blended finance, and venture capital.
Integrate gender equality and ESG principles across all project activities.
Coordinate the work of short-term consultants and ensure alignment with project goals.
Contribute to reports, workshops, and communication materials highlighting project results.
Qualifications and Skills:
Master’s degree or equivalent in economics, finance, international development, or a related field.
Proven expertise in capital market development, SME financing, or financial sector reform.
Strong knowledge of financial regulations and SME investment challenges.
At least 6 years of experience in financial sector development or related fields.
Experience in Eastern Africa, particularly Ethiopia, is an advantage.
Strong communication, coordination, and analytical skills.
Fluency in English; knowledge of French is an asset.
Willingness to travel within Ethiopia and internationally.
Contract Details
Type: 12-month contract, renewable up to 48 months
