About the Role
Expertise France is recruiting a Procurement and Contracts Assistant to support the Project Support Unit (PSU) in Addis Ababa. The position focuses on assisting procurement and contracting activities, maintaining supplier relations, and ensuring compliance with public procurement and donor regulations. The assistant will report directly to the Procurement and Contracts Manager (PCM) and work under the guidance of the Legal Affairs Department at headquarters.
Main Responsibilities
- Support the preparation and monitoring of Procurement Plans (PP) for PSU and projects.
- Collect and consolidate project needs and update contractual monitoring tables.
- Assist in the implementation and management of procurement procedures, including publication, evaluation, and reporting.
- Organize negotiation and evaluation sessions with project teams.
- Participate in bidder verification and internal due diligence.
- Support contract and financial monitoring through dashboards.
- Manage filing and archiving of procurement and contractual documents.
- Coordinate supplier relations and prepare purchase orders for PSU and project service providers.

Qualifications and Experience
- Bachelor’s degree or higher in Management, Finance, Administration, Commerce, or Law.
- Minimum 3 years of experience in public procurement (supplies, services, and works).
- Experience in grants and public contracts management.
- Experience in financial reporting with international donors (EU, AFD, etc.) preferred.
- Excellent command of English; French is an advantage.
- Strong organizational, analytical, and writing skills.
- Proficiency in Microsoft Office (Pack Office).
- High discretion, autonomy, and teamwork ability.
Employment Details
- Contract Type: Employee contract under local law via a third-party employer.
- Duration: One-year fixed term, renewable based on performance and budget.
- Location: Addis Ababa, Ethiopia.
