The Horn Center for Democracy (HCD) is an independent, not-for-profit policy advocacy and research institution based in Addis Ababa. HCD promotes democracy, good governance, and inclusive citizen engagement across the Horn of Africa.
The Center works as a think-and-do tank, conducting impactful research and implementing programs in policy advocacy, capacity building, and networking among civil society organizations, think tanks, and regional institutions such as IGAD.
HCD invites qualified and motivated applicants for the following positions:
1. Monitoring, Evaluation, Accountability and Learning (MEAL) Officer – Part-time
Employment Type: Part-time
Reports to: Program Director and Executive Director
Contract Type: One-year renewable (with a two-month probation period)
Position Summary:
The MEAL Officer will design, implement, and manage monitoring and evaluation frameworks to measure program performance and impact.
Key Responsibilities:
- Develop and implement M&E frameworks, tools, and databases.
- Track performance indicators and prepare data quality assessments.
- Support evaluations, learning sessions, and impact analysis.
- Manage accountability and feedback mechanisms.
- Prepare analytical reports and donor submissions.
Qualifications & Skills:
- MSc or higher in Statistics, Development Studies, Economics, or related field.
- Minimum 8 years of relevant M&E experience (preferably in NGOs or at the HoA/Pan-African level).
- Strong analytical and data management skills (SPSS, Stata, Excel).
- Excellent communication and reporting skills in English.

2. Research and Communication Officer – Full-time
Employment Type: Full-time
Reports to: Program Director and Democracy Unit Head
Contract Type: One-year renewable (with a two-month probation period)
Position Summary:
The Research and Communication Officer will coordinate research and communication initiatives, ensuring that HCD’s policy advocacy and research outputs are effectively delivered to diverse audiences.
Key Responsibilities:
- Conduct and coordinate research on democracy, governance, and civic engagement.
- Produce reports, policy briefs, and communication materials.
- Support learning events, workshops, and advocacy campaigns.
- Manage HCD’s communication channels (social media, website, publications).
- Strengthen visibility and stakeholder engagement.
Qualifications & Skills:
- Master’s degree in Political Science, Peace and Security, International Relations, or Communications.
- Minimum 5 years of relevant research and communication experience.
- Experience with AU, IGAD, or regional policy-making processes is advantageous.
- Strong writing, analytical, and presentation skills.
- Proficiency in MS Office, Adobe tools, and social media management.
