Job Description
The Procurement Assistant is expected to assist requisitioning units on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle. The role involves preparing and distributing solicitations, managing all aspects of the procurement process, and ensuring proper closure of case files, including processing payments for goods and services delivered.
Duties and Responsibilities
Under the supervision of the Chief of Procurement and the overall direction of the Chief of Section, the Procurement Assistant will review and prioritize purchasing requests, assist requisitioners in preparing specifications, and determine funding availability. They will identify sources of procurement, prepare tender documents such as Invitations to Bid, Requests for Proposals, and Requests for Quotations, and ensure compliance with procurement manuals. The position requires preparing abstracts of offers, analyzing supplier data, negotiating terms, and drafting contracts. The assistant will maintain procurement databases, track contractual agreements, research supplier information, and draft correspondence. The role also involves resolving issues related to delivered goods, preparing Return to Vendor forms for unacceptable items, and supporting the Chief Procurement Officer in other related tasks.
Qualifications and Skills
Education: High School Diploma required; Degree in Procurement, Business Administration, or Accounting is an asset. Additional training in IPSAS and Umoja on procurement and logistics is an advantage.
Experience: Minimum of 7 years of progressively responsible experience in procurement, business administration, accounting, or IT is required. Experience with procurement software, database management, and UN procurement policies and procedures is an advantage.
Languages: Fluency in written and spoken English is required. Excellent English writing skills are essential. Knowledge of French or another UN official language is an asset.
