Job Purpose:
The MEAL Officer will support and strengthen the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for the FCDO Life Saving Multipurpose Cash Program implemented in various regions of Ethiopia. The position ensures quality data collection, analysis, and reporting to inform decision-making and program improvements, aligned with IRC’s global standards and donor requirements.
Key Responsibilities:
- Leadership and Coordination
Support MEAL implementation for the cash program within the assigned region. Represent MEAL in local-level technical meetings, coordination forums, and learning events. Foster use of program data for informed decision-making, accountability, and learning. - MEAL System Implementation
Lead the rollout of MEAL plans, tools, and processes in collaboration with program teams. Maintain digital data collection platforms such as CommCare and Kobo. Update data trackers including the Indicator Dashboard and Detailed Implementation Plan (DIP). Support baseline, post-distribution monitoring (PDM), and endline surveys. - Data Quality and Learning
Conduct regular data quality checks and analysis. Produce analytical reports, dashboards, and data visualizations. Share findings during program review and learning sessions. Document and disseminate lessons learned for program improvement. - Accountability and Feedback
Implement and monitor the Client Feedback and Response Mechanism (CFRM). Record, analyze, and ensure timely response to client feedback. Promote a culture of accountability within the program team to enhance service quality. - Technical Support and Capacity Building
Provide on-the-job training and mentorship to program staff and enumerators on MEAL tools and standards. Promote use of digital data collection and real-time dashboards. Support the Area MEAL Manager in strengthening technical capacity and ensuring consistency in MEAL practices. - Safeguarding and Professional Conduct
Ensure adherence to IRC’s safeguarding, integrity, and equality principles. Promote inclusion, learning, and open dialogue. Uphold the IRC Way—Standards for Professional Conduct, including integrity, service, accountability, and equality.
Qualifications:
- Bachelor’s degree in Monitoring and Evaluation, Project Management, Economics, Statistics, Social Science, or a related field.
- Minimum of 2 years of relevant experience implementing MEAL systems.
- Technical skills in mobile data collection tools (Kobo, CommCare, ODK) are required.
- Experience with data visualization software (Tableau, Power BI) is an advantage.
- Strong analytical and report writing skills.
- Proficiency in MS Office, especially Excel and Word.
- Excellent communication skills in English and Amharic; local language proficiency is an asset.
- Willingness to travel up to 60% to field sites.
